Jurisdictional Agreement Put To Work: 2 Murder Suspects Nabbed


PINE RIDGE – When the Oglala Sioux Tribe entered into conversations with its neighboring counties about the possibility of creating a system that would for cross-jurisdictional arrests many were skeptical. This weekend that mechanism was put to the test as two suspected murderers were apprehended near Porcupine.

According to OSTDPS Chief of Police Mark Mesteth, the Rapid City Police Department reached out to the Oglala Sioux Tribe for assistance in apprehending two people who are accused of shooting 20-year old Clinton Farlee around 2pm, last Friday, in Rapid City.

Maricelo Garcia, 21, and Cierra Walks, 19, are the accused pair that were picked up near Porcupines.

“Officers from OSTDPS, with assistance from US Marshals Service, FBI, BIA, Pennington Co Sheriff Office, Rapid City Police Department HSI and Pennington County States Attorney’s Office began a three-day search over several communities on our reservation. The search ended today after the two suspects were apprehended in the Porcupine district without incident. Thank you to all officers involved and the mentioned departments for the assistance provided so justice will be realized for the victim,” said Mesteth.
